SPOŠTOVANI! DEAR ALL! Spoštovani tekmovalci, trenerji, spremljevalci, prostovoljci, organizatorji in vsi, ki pomagate pri organizaciji 14. Odprtega prvenstva Slovenije Thermana Laško, mednarodnega turnirja v namiznem tenisu za športnike invalide! Dovolite mi, da vas v imenu Zveze za šport invalidov Slovenije Paraolimpijskega komiteja prisrčno pozdravim. Neizmerno cenimo, da se vračate v takšnem številu in z nami soustvarjate športne presežke. Letos se bomo družili kar dvakrat prvič na 14. mednarodnem turnirju v namiznem tenisu za športnike invalide in nato še na prestižnem namiznoteniškem dogodku za športnike invalide, na evropskem prvenstvu. Prvič je bila ZŠIS- POK organizacija evropskega prvenstva zaupana pred 10 leti. Tudi tokrat bomo poskušali upravičiti vaše zaupanje in letvico kvalitetne organizacije dvigniti še višje. Šport invalidov ima izjemno pomembno družbeno vlogo. Nima le ekonomskega učinka, predvsem omogoča socialno integracijo posameznikov in skupin ter privzgaja vrednote in zdrave vzorce življenja. Opozarja na stranpoti, kot so doping, nasilje, nezdravo življenje ipd. Je tudi najučinkovitejše sredstvo za ohranjanje vitalnosti in zdravja državljanov, kar lahko zniža stroške za zdravstvo, športnikom invalidom pa omogoča dolgo in zdravo življenje. Šport invalidov je sestavni del razvoja družbe, ki obsega vrednote, norme in življenjski slog. Svet temelji na športni raznolikosti, ki bogati šport in družbo, v kateri živimo. V imenu Zveze za šport invalidov Slovenije Paraolimpijskega komiteja izražam zadovoljstvo, da se šport invalidov tudi v Republiki Sloveniji dobro razvija in da smo na dobri poti, da postane enakovreden športu neinvalidov. Allow me to bid you a warm welcome on behalf of the Slovenian Sports Association for the Disabled Paralympic Committee (NPC Slovenia). We really appreciate you all coming back in such great numbers and helping us create sporting superlatives. This year we will even get together twice: firstly, at the 14th Slovenia Open, and later at the prestigious table tennis event, the 2017 European championships for the disabled. NPC had already been entrusted with the organization of the European championships 10 years ago. And this time we will again try to earn this trust by setting the bar of great organization even higher. Sports of the disabled play a very important role in the society. They not only have an effect on the economy, but also enable social integration of individuals and groups as well as teach healthy values and life styles. Sport warns from miss-steps like drug abuse, violence, unhealthy living etc. And sport is the most effective means for citizens to stay healthy and vital, which can reduce costs of healthcare, while giving the disabled long and healthy lives. Sports of the disabled are an essential part of society s development, which includes values, norms and life-style. The world stands on sporting diversity that enriches our society. On behalf of NPC Slovenia, it is my pleasure to say that sports of the disabled have been developing successfully in Slovenia as well, and we are on the right track to making them equal to non-disabled sports. SPOŠTOVANI UDELEŽENCI TURNIRJA V LAŠKEM DEAR THERMANA OPEN PARTICIPANTS Dobrodošli in prisrčno pozdravljeni na vsakoletni namiznoteniški prireditvi v Sloveniji, turnirju v Laškem za invalide, ki je postal tradicionalna postaja najboljših igralk in igralcev, tokrat že štirinajstič zapored. Pri Namiznoteniški zvezi Slovenije si bomo prizadevali, da se bodo naše izkušnje, znanje in zavzetost pokazale na vseh ravneh organizacije prireditve. Skupaj z ZŠIS-POK bomo storili vse, da se boste vsi udeleženci tekmovanja dobro počutili ter se z veseljem in zadovoljstvom vračali v Laško. V imenu vseh namiznoteniških delavcev iz Slovenije, ki bodo pomagali pri prireditvi, zagotavljam, da bomo ponujeno priložnost dobro izkoristili. Hkrati bo ta turnir preizkus za vse odbore in komisije, da bo tudi prvenstvo stare celine, ki se po desetih letih znova vrača v Slovenijo, organizirano na najvišji ravni in v skladu s sodobnimi standardi. Vsem igralkam in igralcem želim kar največ športnih uspehov za namiznoteniškimi mizami, vsem drugim udeležencem tekmovanja v športni dvorani Tri lilije v Laškem pa veliko športnih užitkov z upanjem, da se srečamo že jeseni na EPINT evropskem prvenstvu za invalide. Slovenian Table Tennis Association will do its very best to show our experience, know-how and dedication on all organizational levels of this event. And together with NPC Slovenia we will do everything in our power to make all you participants in the competition feel content and well, and happily come back to Laško again. Seveda se zmaga ne skriva zgolj v športu in športnih tekmovanjih. Občutek zmage nas preveva tudi, ko storimo kaj dobrega, ko komu pomagamo, ko gremo iz lastne cone udobja in sežemo dlje ter se naučimo česa novega. Zmagati včasih pomeni samo poskusiti. But this feeling is not only to be found in sports and sporting competitions. ORGAN / AUTHORITY: the 14th Slovenia Open will be organized by the NPC Slovenia under the auspices and authority of the Slovenian Table Tennis Association and International Table Tennis Federation (Para Table Tennis Division). DOGODKI / EVENTS: the following events will be played: Men s singles (class 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11) Women s singles (class 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11) Men s team (class 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11) Women s team (class 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11) Note 1: depending on the entries, the organisers and the Technical Delegate reserve the right to combine classes as may be necessary. Note 2: the singles events will be played first followed by the team events. Note 3: only classified players for all classes will be allowed to play. There will be no classification for class 11 URNIK / SCHEDULE: Arrivals 4 May 2017: players for classification in class 11, and for all classes review, re-evaluation and protest. UPRAVIČENOST / ELIGIBILITY The event is open to players who are eligible to represent their national association according to the ITTF Handbook 2017. KLASIFIKATORJI / CLASSIFIERS Four classifiers will be appointed by ITTF PTT, for class 11 new classification, also for review, re-evaluation and protest for all classes included Junior. Observation will also be done during the tournament. OBROKI / MEALS: Breakfast 6:30 10 a.m. Lunch 12 a.m. 15 p.m. Dinner 18 22 p.m. KATEGORIZACIJA / CLASSIFICATION All players participating in the Fa40 events must be already classified except class 11 that have classification in this tournament. KVOTE / PARTICIPATION QUOTAS A player may only play in the class indicated on his or her international classification card unless, due to the low number of players, his or her class is combined with the next class or classes. Then he/she may play in the next higher class event. The minimum entry for a singles class to be played is 4 players. For Fa40 events, the maximum number of entries per association per class is 4 but the host association may enter up to 6 players. The minimum entry for a team event to be played is 4 teams with 2, 3 or 4 players forming a team. In Fa40 events, each Association including the host country may enter a maximum of 2 teams per class. Players from different countries may form a team in the team event in Fa40 competitions, but if there are 3 players in the same event from the same Association, only the 3rd lowest ranked player may form a team with a player from another Association. All other persons wishing to accompany a team (i.e. who are not members of the team) are subject to special charges and should contact the organisers for further information. These packages are limited and subject to availability of places in the official hotels. Priority will be given to the Official Party of all the delegations. by 1 single match. If the result is 2-0, the match is finished; if it is 1-1, the third match will be played and that is 2 single. Teams will play as follows: Double; A vs X; B vs Y General: TD and the referee in cooperation with the organising committee will decide the numbers of groups. If the number of groups in an event is decided not to be a multiple of 2 (e.g. 2, 4 or 8 etc.), winners from the groups with the highest ranked seeded players shall have byes in the first round of the second stage, in ranking order. All matches will be played to the best of 5 games. Medals will be awarded according the ITTF PTT directives for Para TT events. NOSILCI / SEEDING Seeding for all the events will be done according to the latest ITTF PTT ranking list at the time of the draws. PRAVILA IGRE / SYSTEM OF PLAY Singles events: The first stage will be played in a roundrobin basis in groups of even numbered players but there shall not be less than 3 and not more than 5 players in a group and priority will be given to groups of 4 players. If there are 5 or less players, the event will be played as a roundrobin without knock-out. Two players advance from each group to the second stage, which will be played in a knockout format. Team events: Team events in 2017 will be played in the new RIO system in all tournaments. The team event will be played best of three matches. OBVEZNOSTI / OBLIGATIONS POGOJI TELEVIZIJSKE, FILMSKE IN INTERNETNE POKRITOSTI TELEVISION, MOTION PICTURE AND INTERNET COVERAGE CONDITIONS All players entered must compete against any other participating player and by entering, agree to be bound by the ITTF Anti-Doping, Anti-Harassment and Classification policies and procedures during the event. The entry forms contain an undertaking to be signed by a responsible official of the nominating Association and the team member covering these matters and no entry will be accepted unless such an undertaking has been given. Similarly, it is the responsibility of the association, player or team member to ensure that he or she has adequate medical, travel and other appropriate insurance. By entering the event, all participants agree to abide by all ITTF rules and by the rules and regulations of the organisers. All associations, teams and individual players agree to be abide by the rulings of the ITTF and its agents in all matters concerning television coverage, video, internet web casting, motion picture coverage, and photographic coverage of any kind. Participants release all rights, or rights held by their agents or sponsors, in all matters relating to television and web casting coverage, video and motion picture coverage, and photographic coverage of any kind; and hence accept such coverage during the event. Any participant, when called upon, must appear promptly to press conferences or medal presentations and follow the procedures set by the ITTF and the organisers. 16 17
