5 Za financiranje v okviru programa Erasmus+ se lahko prijavi kateri koli javni ali zasebni subjekt, ki je dejaven na področju izobraževanja, usposabljanja, mladine in športa. Poleg tega lahko skupine mladih, ki so dejavni v mladinskem delu, ne pa nujno v okviru mladinske organizacije, zaprosijo za financiranje za učno mobilnost mladih in mladinskih delavcev ter za strateška partnerstva na področju mladine. Naslednje države Programa lahko v celoti sodelujejo v vseh ukrepih programa Erasmus+: 28 držav članic Evropske unije, države Efte/EGP: Islandija, Lihtenštajn in Norveška, države kandidatke EU: Turčija in nekdanja jugoslovanska republika Makedonija. 6 1.2 Call for proposals for a Framework Partnership Agreement with a European policy network in the field of education of children and young people with a migrant background Europea Commision Status: aktiven Datum objave: Rok prijave: The call aims to support an EU-wide network of relevant organisations to promote cooperation and policy development in the field of the integration of children and young people with migration background in school education. The network will be expected to represent a wide range of education stakeholders, including policy makers, education practitioners, and researchers as well as migrant and civil society associations/ representatives. The Commission intends to support the network through a four-year framework partnership agreement, which will set out the conditions governing annual grants for an action. The total budget earmarked for the co-financing of a network in 2017 is estimated at 300, EUR which will also be the maximum amount granted. The EU grant is limited to a maximum co-funding rate of 75% of eligible costs. This amount will cover the work plan for The call is open to entities or consortia of entities fulfilling the following conditions: The network should have partners from at least 15 countries. Eligible countries are the Erasmus+ programme countries. Only applications from legal entities established in one of the Erasmus+ programme countries are eligible. Also, the coordinating applicant has to be registered as a legal entity in one of the Erasmus+ programme countries. Actions may include Associate Partners from third countries, but the cost of their participation must be financed entirely by non-eu resources. Eligible applicants are associations, foundations and other similar national or international bodies; national education centres; ministries of education and/or training; higher education institutions and research centres. The applicant(s) must have had a legal personality for at least 2 years on the date of the deadline for submission of applications and must be able to demonstrate their existence as a legal person. It should facilitate dialogue and co-operation among experts from policy, research and practice. 8 1.4 Promotion of European Works Online EACEA 26/2016 EACEA Status: aktiven Datum objave: Rok prijave: , 12:00 (CET, Brussels time) _en The Promotion of European Works Online scheme shall provide support to: - Action 1: Actions such as digital promotion, marketing, branding, tagging and development of new offers by existing VOD services offering a majority of European films. The aim of the action is to improve the visibility, discoverability and global audience of European audiovisual works. - Action 2: The preparation of digital packages facilitating the commercialisation of European audiovisual works on VOD platforms; - Action 3: Innovative strategies for distribution and promotion of European audiovisual works, including audience development initiatives focusing on innovative and participatory strategies reaching out to wider audiences with European films. 9,49 Mio EUR The indicative split between the two actions will be the following: - Action 1: an indicative amount of 4 Mio EUR. - Action 2: an indicative amount of 2,14 Mio EUR. - Action 3: an indicative amount of 3,35 Mio EUR. This scheme is open to entities (private companies, non-profit organisations, associations, charities, foundations, municipalities/town Councils, etc.) established in one of the countries participating in the MEDIA Sub-programme (see below) and owned directly or by majority participation, by nationals from such countries. Applications from legal entities established in one of the following countries are eligible as long as all conditions referred to in Article 8 of the Regulation establishing the Creative Europe Programme are met: - EU Member States and overseas countries and territories which are eligible to participate in the Programme pursuant to Article 58 of Council Decision 2001/822/EC; - Acceding countries, candidate countries and potential candidates benefiting from a pre- accession strategy, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programmes established in the respective Framework Agreements, Association Council Decisions or similar agreements; - EFTA countries which are members of the EEA, in accordance with the provisions of the EEA Agreement; - The Swiss Confederation, on the basis of a bilateral agreement to be concluded with that country; - Countries covered by the European Neighbourhood Policy in accordance with the procedures established with those countries following the framework agreements providing for their participation in Union programmes. 9 1.5 Razpis za zbiranje predlogov EACEA/41/2016v okviru programa Erasmus+Ključni ukrep 3: Podpora za reformo politik Pobude za inovacije v politiki Evropski projekti sodelovanja, usmerjeni v prihodnost, na področjih izobraževanja in usposabljanja EACEA Status: aktiven Datum objave: Rok prijave: :00 (CET, Brussels time) eacea412016_en Posebni cilji tega razpisa so: uvesti dolgoročnejše spremembe in v praksi preizkušene inovativne rešitve za spopad z izzivi na področju izobraževanja in usposabljanja, ki bi bile splošno uporabljive in bi lahko ustvarile trajnostni in sistemski učinek na sisteme na področju izobraževanja in usposabljanja, zagotoviti podporo nadnacionalnemu sodelovanju med ključnimi deležniki pri reševanju v prihodnost usmerjenih vprašanj in njihovemu vzajemnemu učenju na tem področju, olajšati zbiranje in analizo dokazov v podporo inovativnim politikam in praksam. Predlogi, ki bodo predloženi v okviru tega razpisa, se morajo nanašati na eno od petih spodaj navedenih prednostnih nalog: pridobivanje temeljnih veščin za nizko usposobljene odrasle osebe, spodbujanje na rezultatih temelječega pristopa v poklicnem izobraževanju in usposabljanju, spodbujanje inovativnih tehnologij pri zagotavljanju kariernega usmerjanja, profesionalizacija delovnega osebja (šolsko izobraževanje, vključno s predšolsko vzgojo in izobraževanjem), doseganje ciljev prenovljene strategije EU za visokošolsko izobraževanje. Skupni proračun, ki je na voljo za sofinanciranje projektov na podlagi tega razpisa za zbiranje predlogov, znaša EUR. Finančni prispevek EU ne presega 75 % skupnih upravičenih stroškov projekta. Najvišji znesek nepovratnih sredstev na projekt znaša EUR. Upravičeni prijavitelji so javne ali zasebne organizacije, dejavne v izobraževanju in usposabljanju ali na drugih področjih, kot so neformalno učenje, vključno mdr. z mladimi, drugih družbeno-gospodarskih področjih, in/ali organizacije, ki izvajajo medsektorske dejavnosti. Prijavitelji, ki se lahko prijavijo na ta razpis za zbiranje predlogov, so: javni organi na nacionalni/regionalni/lokalni ravni, odgovorni za izobraževanje in usposabljanje, nepridobitne organizacije (nevladne organizacije), zasebne ali javne, raziskovalna središča, šole ali druge izobraževalne institucije, visokošolski zavodi, gospodarske zbornice, mreže deležnikov, centri za priznavanje diplom, organi za vrednotenje/zagotavljanje kakovosti, VEDOMA_NepovrSredstva_Aktualno_2februar2017_EUsto.doc 9/27

10 strokovna združenja in delodajalci, sindikati in združenja zaposlenih, službe za karierno usmerjanje, civilna družba in kulturne organizacije, podjetja, mednarodne organizacije. Na razpisu lahko sodelujejo samo pravne osebe s sedežem v eni od naslednjih upravičenih držav, vključenih v program: 28 držav članic Evropske unije, države EFTA/EGP: Islandija, Lihtenštajn, Norveška, države kandidatke za članstvo v EU: nekdanja jugoslovanska republika Makedonija in Turčija. 11 1.6 LIFE Preparatory Projects for the European Solidarity Corps EACEA Status: aktiven Datum objave: Rok prijave: at 16:00 Brussels local time Under this call, proposals may be submitted only for actions aimed at concretely exploring the potential of using volunteer work for environmental protection activities, mainly targeted to Natura 2000 sites and ongoing LIFE projects. Stretching over 18 % of the EU s land area and almost 6 % of its marine territory, Natura 2000 is the largest coordinated network of protected areas in the world. It offers a haven to Europe's most valuable and threatened species and habitats. The aim of the network is to ensure the long-term survival of Europe's most valuable and threatened species and habitats, listed under both the Birds Directive and the Habitats Directive. This call for proposals is aimed at selecting 5-7 organisations in Europe which will materialise concrete opportunities for in-country volunteering in environment protection activities, mainly targeted to Natura 2000 sites, in line with the European Solidarity Corps objectives. Each volunteer will have to undertake activities of an overall duration between 2 and 12 months6. The activities could be discontinuous (i.e. during the week ends and the summer holidays) if needed according to the will of the volunteer and the needs on the ground. The selected organisations could involve the volunteers directly for environmental protection activities they organise or act indirectly through partner organisations. In both cases they will be considered responsible for the respect of the minimum conditions applicable to volunteer work. The total budget earmarked for the co-financing of projects under this call for proposals is estimated at EUR, out of which EUR are financed by the LIFE programme and EUR from the European Agricultural Fund for Rural Development (EAFRD). The maximum EU co-financing rate for LIFE Preparatory projects is 60% of the eligible project costs. However the reimbursement of the individual support for volunteers and their travel costs will be co-financed with a rate of up to 75% and will be based on unit cost rates. Beneficiaries may include: (1) public bodies, (2) private commercial organisations and (3) private non-commercial organisations (including NGOs). The term "public bodies" is defined as referring to national public authorities, regardless of their form of organisation central, regional or local structure and the various bodies, including public institutions, under their control, provided these operate on behalf of and under the responsibility of the national public authority concerned. In the case of entities registered as private law bodies wishing to be considered for the purpose of this call as equivalent to "public law bodies", they should provide evidence proving that they comply with all criteria applying to bodies governed by public law and in the event the entity stops its activities, its rights and obligations, liability and debts will be transferred to a public body. For a complete definition, please refer to form A3b ("Public body declaration"). All beneficiaries which want to be considered and treated as a public body must complete form A3b. 12 1.7 Horizon 2020: SESAR 2020 Exploratory Research and Very Large Scale Demonstrations Open Call -TOPIC : Knowledge Transfer Network (KTN) EACEA Status: aktiven Datum objave: Rok prijave: at 16:00 Brussels local time This Knowledge Transfer Network topic focusses on the assessment, transfer, communication and sharing of research results among the ATM community. The range of possible themes for the network activities to be included covers the key subject areas for SESAR 2020 exploratory research: Automation, Robotics & Autonomy; Complexity Data Science & Information Management; Environment & Meteorology for ATM; Performance, Economics, Legal & Regulation; ATM role in Intermodal transport; CNS for ATM; High Performing Airport Operations; Optimised ATM Network Services; Advanced Air Traffic Services; Enabling Aviation Infrastructure Coordination and support actions (CSA) Description: Actions consisting primarily of accompanying measures such as standardisation, dissemination, awareness-raising and communication, networking, coordination or support services, policy dialogues and mutual learning exercises and studies, including design studies for new infrastructure and may also include complementary activities of strategic planning, networking and coordination between programmes in different countries. Funding rate: 100%. Legal entities established in the following countries and territories will be eligible to receive funding through Horizon 2020 grants: The Member States (MS) of the European Union (EU), including their overseas departments; The Overseas Countries and Territories (OCT) linked to the Member States: Anguilla, Aruba, Bermuda, Bonaire, British Indian Ocean Territory, British Virgin Islands, Cayman Islands, Curaçao, Falkland Islands, French Polynesia, French Southern and Antarctic Territories, Greenland, Montserrat, New Caledonia, Pitcairn Islands, Saba, Saint Barthélémy, Saint Helena, Saint Pierre and Miquelon, Sint Eustatius, Sint Maarten, South Georgia and the South Sandwich Islands,Turks and Caicos Islands, Wallis and Futuna. 13 1.8 Second Call for Proposals: Urban Innovative Actions Initiative European Commision: Urban Innovative action (UIA) Status: aktiven Datum objave: Rok prijave: (14h00 CET) The UIA initiative invites applicants to develop and submit projects under three topics: circular economy, urban mobility and integration of migrants and refugees. The Permanent Secretariat will organise a series of applicants seminars and webinars over the course of the Call for Proposals.. An overall budget of 50 million euro of ERDF is allocated to this Call. The UIA Initiative follows the total costs principle. This means that while the project receives ERDF co-financing up to 80% of the eligible costs, every partner receiving ERDF needs to secure 20% at least of public or private contribution to complete its budget either from its own resources or from other sources (but not from another EU funding source). The partners contribution can be in the form of cash and/or in-kind. It should be noted that unpaid volunteer work is not eligible under UIA eligibility rules while paid staff should be considered as contribution in cash. The following authorities may apply for support to undertake Urban Innovative Actions: a. Any urban authority of a local administrative unit defined according to the degree of urbanisation as city, town or suburb comprising at least inhabitants b. 14 1.9 Europe for Citizens: Strand 1 - European Remembrance 2017 EACEA Status: aktiven Datum objave: Rok prijave: :00 (CET, Brussels time) Strand 1: European remembrance: Raise awareness of remembrance, common history and values and the Union's aim. The European Union is built on fundamental values such as freedom, democracy and respect for human rights. In order to fully appreciate their meaning, it is necessary to keep the memories of the past alive as a means of moving beyond the past and building the future. Under this strand projects of the following types may be supported: This Strand will support activities that invite to reflection on European cultural diversity and on common values in the broadest sense. In this context, it aims to finance projects reflecting on causes of totalitarian regimes in Europe's modern history (especially but not exclusively Nazism that led to the Holocaust, Fascism, Stalinism and totalitarian communist regimes) and to commemorate the victims of their crimes. The Strand also encompasses activities concerning other defining moments and reference points in recent European history. In particular, it will give preference to actions which encourage tolerance, mutual understanding, intercultural dialogue and reconciliation as a means of moving beyond the past and building the future, in particular with a view to reaching the younger generation. The projects under this strand are expected to include different types of organisations (local authorities, NGOs, research institutes, etc.) or developing different types of activities (research, nonformal education, public debates, exhibitions, etc.) or involving citizens coming from different target groups, including members of the Solidarity Corps where appropriate. Moreover, projects should be implemented on a transnational level (creation and operation of transnational partnerships and networks) or with a clear European dimension. The Programme has an overall budget of EUR for the seven years ( ) and is financed under the budget line of the Budget of the Union. Strand 1 - European remembrance: approximately 20%. Maximum eligible grant for a project: EUR. 1. Type of organisation: Public local/regional authorities or non -profit organisations, including civil society organisations, survivors' associations, and cultural, youth, educational and research organisations, associations of twinned towns. 2. This strand will support activities that cover civic participation in the broadest sense with a particular focus on activities directly linked to Union policies, with a view to concretely participate in the Union policy-making process in areas related to the objectives of the Programme. This can be achieved at all stages, and with all institutional interlocutors, and includes notably: agenda-setting activities, advocating during the preparation phase and negotiation of policy proposals, providing feed-back on relevant initiatives that are implemented. It is also expected that funded activities will make use of structuring methods to ensure a lasting effect of funded activities. The strand also covers projects and initiatives that develop opportunities for mutual understanding, intercultural learning solidarity, societal engagement and volunteering at Union level. It is therefore important to promote good practices allowing the target groups to integrate quickly into the labour market, matching the labour market needs of the hosting countries, while equipping the target groups with the necessary skills to ensure their integration into the labour market and society more broadly. The inclusion of the gender dimension through an integrated approach responding to the specific needs of migrant women must be taken into account in the applications. The objectives of this Call are: to promote the development and testing of innovative and effective mechanisms to ensure fast-track integration into the labour market; to develop sustainable multi-level partnerships models conducive towards the integration of the targeted groups into the labour market; to foster knowledge- and experience-sharing between different Member States of already functioning swift and successful insertion mechanisms into the labour market of the targeted groups, with a strong emphasis on the challenges faced by women. The total budget earmarked for the EU co-financing of projects under this call is estimated at EUR. The Commission expects to fund approximately 5 to 7 proposals. Under this call for proposals, the EU grant may not exceed 80 % of the total eligible costs of the action. Applicants must ensure their co-financing of the remaining amount covered by the applicants' own resources or from other sources other than the European Union budget. Legal entities properly established and registered in the following countries are eligible as lead applicant and co-applicants: EU Member States; Iceland and Norway in accordance with the EEA Agreement; Albania, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey. b) Type of entities Lead applicant must be a public body (such as national, regional and local authorities or public employment services); Co-applicant organisations must be public bodies, for-profit or non-profit-making private entities, or international organisations. The action will ensure the provision of customised employment and mediation services for the placement and integration of young mobile workers in the host country(ies), combined with financial support (cf. section 2.2). To this end, the consortium (i.e. the Lead Applicant and co-applicants) will implement the following activities addressed to the target audience of the action on the basis of the guidelines set out in Annex I: a) Carry out outreach and information activities towards stakeholder organisations and employers involved in solidarity activities to share opportunities, offers or job vacancies eligible for the Solidarity Corps participants with the consortium. b) b) Provide information on the opportunities under the occupational strand of the European Solidarity Corps to young people. c) c) Provide guidance and support with selection, matching and placement for European Solidarity Corps participants who have registered on the registration tool built into the European Youth portal. d) d) Promote and develop for this action practical cooperation with Public Employment Services, for instance through an operational link with the PES network at EU/EEA level e) e) Work with employers to identify opportunities under the occupational strand for European Solidarity Corps participants and develop concrete offers for placement suitable to such participants, involving training, integration and other support measures. f) f) Manage direct financial support for participants and the organisations with a view to facilitating the placement and its outcomes. g) g) Ensure appropriate certification detailing what the participants have done during their placement. h) h) Accompany participants and employers throughout the duration of the placement and in particular ensure follow up during the placement by offering mentoring support to the selected European Solidarity Corps participants. i) i) Assist participants with the return formalities at the end of the contract and, where appropriate, provide information on access to further job search assistance, including for new intra-eu job opportunities. The total budget earmarked for the EU co-financing of projects under this call is estimated at EUR. The Commission plans to increase the budget for this call up to EUR. Under this call for proposals, the EU grant may not exceed 95 % of the total eligible costs of the action. Legal entities properly established and registered in the following countries are eligible as lead applicants and co-applicants: EU Member States. The action includes services to be provided based on the needs of SMEs and social enterprises with high-growth potential and ability to benefit from the shared economy. It also includes linking-up and establishing cooperation with existing or new initiatives in the sharing economy, the organisation of events to discuss the development of the collaborative economy in Europe as well as guidance, advisory services, innovation and internationalisation services, and signposting to specialised service providers. This topic covers information provision and promotion programmes aiming at increasing the awareness and recognition of Union quality schemes as defined in Article 5(4)(a), (b) and (c) of Regulation (EU) No 1144/2014. The objective is to increase the awareness and recognition of the Union quality schemes: Quality schemes: Protected designation of origin (PDO), protected geographical indication (PGI), traditional speciality guaranteed (TSG) and optional quality terms; Organic production method; The logo for quality agricultural products specific to the outermost regions of the Union. The total budget earmarked for the co-financing of actions under this call is EUR. The EU grant is limited to the following maximum co-funding rate of: for simple programmes in the internal market: 70 % of the programme's eligible costs, for simple programmes in third countries: 80 % of the programme's eligible costs, for simple programmes in the internal market of beneficiary established in Member States receiving on or after 1 January 2014 financial assistance in accordance with Article 136 and 143 TFEU (2): 75 % of the programme's eligible costs, for simple programmes in third countries of beneficiary established in Member States receiving on or after 1 January 2014 financial assistance in accordance with Article 136 and 143 TFEU: 85 % of the programme's eligible costs. The proposals for simple programmes can only be submitted by legal persons or other entities which do not have a legal personality under the applicable national law, provided that their representatives have the capacity to undertake legal obligations on behalf of the entity and offer guarantees for the protection of the Union's financial interests equivalent to those offered by legal persons as referred to in Article 131(2) of the Regulation (EU, Euratom) No 966/2012. More specifically, applications from the following organisations and bodies are eligible, as referred to in Article 7(1) of Regulation (EU) No 1144/2014: (i) trade or inter-trade organisations, established in a Member State and representative of the sector or sectors concerned in that Member State, and in particular the interbranch organisations as referred to in Article 157 of Regulation (EU) No 1308/2013 and groups as defined in point 2 of Article 3 of Regulation (EU) No 1151/2012, provided that they are representative for the name protected under the latter Regulation which is covered by that programme; (ii) producer organisations or associations of producer organisations, as referred to in Articles 152 and 156 of Regulation (EU) No 1308/2013 that have been recognised by a Member State; or (iii) agri-food sector bodies the objective and activity of which is to provide information on, and to promote, agricultural products and which have been entrusted, by the Member State concerned, with a clearly defined public service mission in this area; those bodies must have been legally established in the Member State in question at least two years prior to the date of the call for proposals referred to in Article 8(2). 22 1.16 Action grants to support national or transnational projects on nondiscrimination and Roma integration European Commision, Justice Programme & Rights, Equality and Citizenship Programme Status: aktiven Datum objave: Rok prijave: :00:00 Time Zone: (Brussels time) In this call, the Commission wishes to support activities which tackle at least one of the following groups at risk of discrimination: racial or ethnic minorities, persons with disabilities, older/younger people, religious minorities and LGBTI people. The priority areas of this call for proposals are: 1. Fighting against discrimination based on sexual orientation in society and promoting the rights of LGBTI people. Priority will be given to awareness raising and dissemination projects in the Member States with particular needs and lower levels of social acceptance of LGBTI people as shown by studies as the Eurobarometer on Discrimination 2015 ( al.pdf) and the European Union Agency for Fundamental Rights EU LGBT Survey 2013 ( Cooperation of national authorities, equality bodies and non-governmental organisations is strongly encouraged. Under this priority, the Commission envisages to fund several smaller projects with an overall indicative budget of EUR. The cost of a project should therefore amount to approximately EUR. 2. Diversity management in the public and private sector: identification of existing practices, measurement of diversity management benefits, and awareness-raising. The proposed activities may be linked to the launch and implementation of Diversity Charters. 3. Roma: activities aiming to raise awareness and combat harmful stereotypes of Roma and supporting thereby their integration into mainstream society. Identification, implementation and exchange of good practices in addressing the most urgent challenges in the area of fighting discrimination and antigypsyism, especially fighting segregation in education, and promoting the empowerment of Roma youth and their active involvement in the process of Roma integration, including through the capacity building of civil society active at the local level. 4. To raise awareness about intergenerational solidarity and non-discrimination on the basis of age (in particular of young people). This call will fund activities on: training of professionals; mutual learning, exchange of good practices, cooperation, including identifying best practices which may be transferable to other participating countries; dissemination and awareness raising activities (including at local level), such as seminars, conferences, campaigns or social media and press activities. The EU grant applied for cannot be lower than EUR or higher than EUR. The applicants and partners must be public entities or private organisations or international organisations. Organisations which are profit-oriented must submit applications in partnership with public entities or private non-profit-oriented organisations. 23 1.17 A European framework for mobility of apprentices: Developing European citizenship and skills through youth integration in the labour market European Commision, DG Employment, Social Affairs and Inclusion Status: aktiven Datum objave: Rok prijave: In line with the 2016 Pilot Project on long-term mobility of apprentices, the ultimate goal of this call for proposals is to enable young apprentices to develop their skills and enhance their employability prospects, whilst also strengthening their sense of European citizenship. This will be done by testing different approaches for putting in place the necessary support infrastructure as well as the relevant institutional and contractual frameworks to assist with the placement of apprentices from the moment of departure abroad through to the return date. In particular, actions should: 1. assess to what extent demand exists among relevant stakeholders for developing long-term (minimum 6 to maximum 12 months) transnational apprentice mobility schemes, and the uptake of such schemes; 2. identify obstacles (legal, practical, institutional, academic, etc.) that prevent apprentices from carrying out longer-term stays abroad; 3. identify and disseminate good practices and success factors for long-term work placements for apprentices EUR As an indication, the requested EU grants are expected to be between EUR and EUR Under this call for proposals, the EU grant may not exceed 85% of the total eligible costs of the action. The applicants must guarantee their co-financing of the remaining 15% covered by the lead and co-applicants' own resources or from other sources other than the European Union budget. The organisations forming the consortium will ensure the identification of the individual learners for participating in the actions of this call. The VET learners should follow or have followed schooling of EQF level below 6. The selected candidates should be one of the following: VET learners who have the status of apprentice and are at least 17 years old at the time of departure abroad; VET learners whose graduation from an apprenticeship has taken place within the last 12 months prior to the signature of the grant agreement.
