1. UVOD Namen predstavitve je predstaviti, oz. ponoviti vse privilegije iz točke 145.A.50 Certificiranje vzdrževanja (angl. Certification of maintenance). Predvsem pa je namen natančneje obdelati privilegij iz točke 145.A.50 (d). Le-ta omogoča odstranitev, oz. snetje delujoče ( servisibilne ) komponente iz zrakoplova (angl. Removal of a component from an aircraft as serviceable) in izdajo EASA Form 1. Razlog za obdelavo te teme so izkušnje, da je sicer tema poznana, vendar ne ne dovolj natančno. Drugi razlog je, da mora organizacija imeti natančno definirane postopke (in odobrene), v nasprotnem primeru tega privilegija ne sme izvajati. To lahko privede do potencialnih odstopanj od zahtev, oz. do neskladij. Predmetna predstavitev je namenjena preprečitvi le-teh. 3

2. Privilegiji iz točke 145.A.50 145.A.50(a) in AMC. Kaj je CRS? A certificate of release to service, CRS! shall be issued by appropriately authorised certifying staff on behalf of the organisation when it has been verified that all maintenance ordered has been properly carried out by the organisation in accordance with the procedures specified in point 145.A.70, taking into account the availability and use of the maintenance data specified in point 145.A.45 and that there are no non-compliances which are known to endanger flight safety. 6

New defects or incomplete maintenance work orders identified during the above maintenance shall be brought to the attention of the aircraft operator for the specific purpose of obtaining agreement to rectify such defects or completing the missing elements of the maintenance work order. In the case where the aircraft operator declines to have such maintenance carried out under this paragraph, paragraph (e) is applicable. 8

Naša predstavitev 145.A.50(d) in AMC, GM Component certificate of release to service - EASA Form 1 A certificate of release to service-crs! shall be issuedat the completion of any maintenance on a component whilst off the aircraft. The authorised release certificate EASA Form 1 referred to in Appendix II of Annex I (Part-M) constitutes the component certificate of release to service except if otherwise specified in point M.A.502(b) or M.A.502(e). When an organisation maintains a component for its own use, an EASA Form 1 may not be necessary depending upon the organisation s internal release procedures defined in the exposition. 9

Privilegiji iz točke 145.A.50 145.A.50(e)in AMC Nedokončano naročeno vzdrževanje By derogation to point (a), when the organisation is unable to complete all maintenance ordered, it may issue a CRS within the approved aircraft limitations. The organisation shall enter such fact in the aircraft CRS before the issue of such certificate. 10

3. Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2145.A.50(d) AMC No 2 145.A.50(d) 2.2. An appropriately rated maintenance organisation approved under Part-145 may issue an EASA Form 1 as detailed in this AMC subparagraph 2.5 to 2.9, as appropriate, in accordance with procedures detailed in the exposition as approved by the competent authority. 2.5. New/unused aircraft components 2.6. Used aircraft components removed from a serviceable aircraft 2.7. Used aircraft components removed from an aircraft withdrawn from service 2.8. Used aircraft components maintained by organisations not approved in accordance with Part-145 2.5.1. Any unused aircraft component in storage without an EASA Form 1 maintained before Part-145 became effective or manufactured before Part-21 became effective. 2.5.2. If it is not possible to establish satisfactory compliance with all applicable conditions specified in subparagraph 2.5.1(a) to (c) inclusive the aircraft component should be disassembled by an appropriately rated organisation and subjected to a check... v Part-145 AMO! 2.6.1. Serviceable aircraft components removed from a Member State registered aircraft 2.6.2. Serviceable aircraft components removed from a non-member State registered aircraft 2.9. Used aircraft components removed from an aircraft involved in an accident or incident 13

An appropriately rated maintenance organisation approved under Part-145 may issue an EASA Form 1 as detailed in this AMC subparagraph 2.5 to 2.9, as appropriate, in accordance with procedures detailed in the exposition as approved by the competent authority. Ustrezno odobrena vzdrževalna organizacija po Part-145 lahko izda EASA Form 1 skladno z AMC podpoglavji 2.5 do 2.9, skladno s postopki v MOE odobrenimi s strani CAA. Da lahko organizacija izvaja vzdrževanje te vrste mora imeti izdelane (in CAA odobrene) postopke v MOE. Če organizacija nima definiranih postopkov takšnega vzdrževanja ne sme izvajati in seveda ne sme izdajati EASA Form 1!!! Glej prejšnji slide! 14

Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable The appropriately rated organisation is responsible for ensuring that all reasonable measures have been taken to ensure that only approved and serviceable aircraft components are issued an EASA Form 1 under this paragraph. Vzdrževalna organizacija je odgovorna, da zagotovi, da so izvedeni vsi razumni ukrepi, da se zagotovi, da se skladno s tem paragrafom, izda EASA Form 1 izključno samo za odobrene in servisibilne komponente.!!! For the purposes of this AMC No 2 only, appropriately rated means an organisation with an approval class rating for the type of component or for the product in which it may be installed. Ustrezno odobrena organizacija je tista, ki je ustrezno odobrena za tip komponente (torej ustrezen C-rating) za vzdrževanje komponent ALI odobrena za produkt (tip zrakoplova), v katerem je lahko vgrajena(za primer današnje predstavitve). 16

Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2145.A.50(d) Točka 2.4 Kako se izda EASA Form 1 in kaj moravsebovati (zaradi specifike predmetne predstavitve)? 2.4.5. For any aircraft component having its own maintenance history record, reference to the particular maintenance history record as long as the record contains the details that would otherwise be required in block 12. The maintenance history record and acceptance test report or statement, if applicable, should be attached to the EASA Form 1. 2.4.4. Detail of life used for service lifelimited parts being any combination of fatigue, overhaul or storage life. 2.4.1. When the last maintenance was carried out and by whom. AMC No 2 145.A.50(d) točka 2.4 -Signing in block 14b (Authorised signature) and -stating Inspected/Tested in block 11 (Status/Work) + EASA Form 1 block 12 (Remarks) should specify: 2.4.3. A list of all AD s, repairs and modifications known to have been incorporated. If no AD s or repairs or modifications are known to be incorporated, then this should be so stated. 2.4.2. If the component is unused, when the component was manufactured and by whom with a crossreference to any original documentation which should be included with the Form. 17

Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2 145.A.50(d) Točka 2.6.1 Serviceable aircraft components removed from a Member State registered aircraft may be issued with an EASA Form 1 by an appropriately rated organisation subject to compliance with this subparagraph. 18

Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable (a) The organisation should ensure that the component was removed from the aircraft by an appropriately qualified person. AMC No 2 145.A.50(d) 2.6.1. Serviceable aircraft components removed from a Member State registered aircraft (b) The aircraft component may only be deemed serviceable if the last flight operation with the component fitted revealed no faults on that component/related system. (c) The aircraft component should be inspected for satisfactory condition including in particular damage, corrosion or leakage and compliance with any additional maintenance data. (d) The aircraft record should be researched for any unusual events that could affect the serviceability of the aircraft component such as involvement in accidents, incidents, heavy landings or lightning strikes. Under no circumstances may an EASA Form 1 be issued in accordance with this paragraph 2.6 if it is suspected that the aircraft component has been subjected to extremes of stress, temperatures or immersion which could affect its operation. (e) A maintenance history record should be available for all used serialised aircraft components. (f) Compliance with known modifications and repairs should be established. (g) The flight hours/cycles/landings as applicable of any service life-limited parts including time since overhaul should be established. (h) Compliance with known applicable airworthiness directives should be established. (i) Subject to satisfactory compliance with this subparagraph 2.6.1, an EASA Form 1 may be issued and should contain the information as specified in paragraph 2.4 including the aircraft from which the aircraft component was removed. 19

3. Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2 145.A.50(d) Točka 2.6.2 Serviceable aircraft components removed from a non-member State registered aircraft 2.6.2. Serviceable aircraft components removed from a non- Member State registered aircraft may only be issued with an EASA Form 1 if: the components are leased or loaned from the maintenance organisation approved under Part-145 who retains control of the airworthiness status of the components. An EASA Form 1 may be issued and should contain the information as specified in paragraph 2.4 (AMC No 2 145.A.50(d) točka 2.4) including the aircraft from which the aircraft component was removed. 20

3. Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2 145.A.50(d) Točka 2.7. Used aircraft components removed from an aircraft withdrawn from service. Serviceable aircraft components removed from a Member State registered aircraft withdrawn from service may be issued with an EASA Form 1 by a maintenance organisation approved under Part-145 subject to compliance with this subparagraph. 21

3. Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable AMC No 2 145.A.50(d) 2.7. Used aircraft components removed from an aircraft withdrawn from service. (a) Aircraft withdrawn from service are sometimes dismantled for spares. This is considered to be a maintenance activity and should be accomplished under the control of an organisation approved under Part-145, employing procedures approved by the competent authority. (b) To be eligible for installation, components removed from such aircraft may be issued with an EASA Form 1 by an appropriately rated organisation following a satisfactory assessment. (c) As a minimum, the assessment will need to satisfy the standards set out in paragraphs 2.5 and 2.6 as appropriate. This should, where known, include the possible need for the alignment of scheduled maintenance that may be necessary to comply with the maintenance programme applicable to the aircraft on which the component is to be installed. (d) Irrespective of whether the aircraft holds a certificate of airworthiness or not, the organisation responsible for certifying any removed component should ensure that the manner in which the components were removed and stored are compatible with the standards required by Part-145. (e) A structured plan should be formulated to control the aircraft disassembly process. The disassembly is to be carried out by an appropriately rated organisation under the supervision of certifying staff who will ensure that the aircraft components are removed and documented in a structured manner in accordance with the appropriate maintenance data and disassembly plan. (f) All recorded aircraft defects should be reviewed and the possible effects these may have on both normal and standby functions of removed components are to be considered. (g) Dedicated control documentation is to be used as detailed by the disassembly plan, to facilitate the recording of all maintenance actions and component removals performed during the disassembly process. Components found to be unserviceable are to be identified as such and quarantined pending a decision on the actions to be taken. Records of the maintenance accomplished to establish serviceability are to form part of the component maintenance history. h) Suitable Part-145 facilities for the removal and storage of removed components are to be used which include suitable environmental conditions, lighting, access equipment, aircraft tooling and storage facilities for the work to be undertaken. While it may be acceptable for components to be removed, given local environmental conditions, without the benefit of an enclosed facility, subsequent disassembly (if required) and storage of the components should be in accordance with the manufacturer s recommendations. 22

Used aircraft components maintained by organisations not approved in accordance with Part-145. For used components maintained by a maintenance organisation not approved under Part-145, due care should be taken before acceptance of such components. In such cases an appropriately rated maintenance organisation approved under Part-145 should establish satisfactory conditions by: Torej, je treba biti previden v primeru, ko sprejmete takšne komponente. Privilegiji po točki 145.A.50(d)- Removal of a component from an aircraft as serviceable (a) dismantling the component for sufficient inspection in accordance with the appropriate maintenance data; (d) completing all certification requirements as specified in 145.A.50. AMC No 2 145.A.50(d) Točka 2.8 Used aircraft components maintained by organisations not approved in accordance with Part-145 (b) replacing all service life-limit components when no satisfactory evidence of life used is available and/or the components are in an unsatisfactory condition; (c) reassembling and testing as necessary the component; 24

Used aircraft components removed from an aircraft involved in an accident or incident. 2.9. Used aircraft components removed from an aircraft involved in an accident or incident Such components should only be issued with an EASA Form 1 when processed in accordance with paragraph 2.7 and a specific work order including all additional necessary tests and inspections deemed necessary by the accident or incident. Such a work order may require input from the TC holder or original manufacturer as appropriate. This work order should be referenced in block 12. 25

Razlago najdete v Part-M: Appendix IV Točka 4 - Class and Ratings System to be used for the AMO; Part- M-F and Part-145. Part-M: Appendix IV -Class and Ratings System to be used for the AMO; Part-M-F and Part- 145-Točka 4 4. A-category class rating means that the approved maintenance organisation may carry out maintenance on the aircraft and any component (including engines and/or Auxiliary Power Units (APUs), in accordance with aircraft maintenance data or, if agreed by the competent authority, in accordance with component maintenance data, only whilst such components are fitted to the aircraft. This will be subject to a control procedure in the MOE to be approved by the competent authority. The limitation section will specify the scope of such maintenance thereby indicating the extent of approval. Takšno dejanje ni dovoljeno, če le-to povzroči potrebo po dodatnem vzdrževanju. Ta privilegij je mogoč, če ima organizacija izdelane postopke, ki so odobreni s strani CAA. Prav tako mora ta privilegij biti opisan v privilegijih organizacije (MOE 1.9). Najverjetneje mora organizacija imeti tudi ustrezni CMM. 26

ZAKLJUČEK, KRATEK POVZETEK, VPRAŠANJA Snetje servisibilne komponente s servisibilnega zrakoplova se v organizaciji izvaja. pod A-ratingom (in ne pod C-ratingom), torej je to vzdrževanje zrakoplova Takšno snetje spada pod proces vzdrževanja zrakoplova zato se izvaja skladno z AMM. Komponenta je sneta kot servisibilna skladno z AMM xx-xx-xx. A-rated AMO lahko snetje komponente opravi skladno z AMM B-rated AMO lahko sname komponente in sub-componente z motorja skladno z EMM, ne more pa odstraniti samega motorja iz letala C-rated AMO lahko odstrani sub-componente iz komponent skladno z CMM, ne more pa odstraniti same komponente iz letala Enako govori Part-M in sicer v AMC M.A.502! Component removal from and installation on an aircraft is considered to be aircraft maintenance and not component maintenance EASA Form 1 za sneto servisibilno komponento je potrebno vedno izdati (razen če je začasno odstranjena in bo vgrajena na isto letalo- pod istim WO). Part-M Subpart F organizacije prav tako lahko izdajo EASA Form 1 za komponentne snete kot servisibilne s servisibilnega zrakoplova- glej (see AMC M.A.613(a)). 27

ZAKLJUČEK, KRATEK POVZETEK, VPRAŠANJA AMC2 145.A.50(d) Točki 2.6.1 (b) in 2.6.1 (d) govorita, da morata komponenta in pripadajoči sistem, delovati brezhibno, med zadnjim letom tako, da se to lahko smatra tudi kot neke vrste test. Tako praktično ni nujno potrebnega testa komponente. Tole opisujem ker je edini možni vpis (najbolj primeren od 4 razpoložljivih) na EASA Form 1 Block 11 Status/Work- Inspected/Tested.- ki pa dejansko nujno ne opisuje, kar smo naredili.. Komponenta se potemtakem samo vizuelno pregleda (na odsotnost vidnih poškodb, korozije, puščanja fluidov) in je 'inspected', posebni test pa ni opravljen, niti ni potreben. V kolikor je komponenta sneta iz serviseabilnega letala, se zadnji opravljeni let lahko smatra kot neke vrste test. Inspected se lahko smatra tudi kot review/assessment of maintenance history in ne samo v smislu izvajanja neke inšpekcije na komponenti. Gre samo za to kaj nam regulativa omogoča, da vpišemo v block 11 in v tem primeru je to samo Inspected/Tested. 28

Mogoči vpisi v block 11: Block 11 Status/Work The following describes the permissible entries for block 11. Enter only one of these terms where more than one may be applicable, use the one that most accurately describes the majority of the work performed and/or the status of the article. (i) Overhauled. Means a process that ensures the item is in complete conformity with all the applicable service tolerances specified in the type certificate holder s, or equipment manufacturer s instructions for continued airworthiness, or in the data which is approved or accepted by the Authority. The item will be at least disassembled, cleaned, inspected, repaired as necessary, reassembled and tested in accordance with the above specified data. (ii) Repaired. Rectification of defect(s) using an applicable standard (1). Examination, measurement, etc. in (iii) Inspected/Tested. accordance with an applicable standard (1) (e.g. visual inspection, functional testing, bench testing etc.). (iv) Modified. Alteration of an item to conform to an applicable standard (1). (1) Applicable standard means a manufacturing/design/maintenance/quality standard, method, technique or practice approved by or acceptable to the Competent Authority. The applicable standard shall be described in block 12. 29

Med snetjem in po snetju se komponenta pregleda, če je v ustreznem stanju in če ni poškodb, korozije, razpok, puščanj, Če je certifikacijsko osebje prepričano, da je komponenta servisibilna se lahko izda EASA Form 1: - podpis v block 14b (Authorised signature); - vpis Inspected/Tested v block 11 (Status/Work) in - ustrezen opis v block 12 (Remarks)- AMC2 145.A.50(d) paragraph 2.4 and 2.6.1(f)(g)(h)(i) )- že opisano v naši predstavitvi. 30

4. ZAKLJUČEK, KRATEK POVZETEK, VPRAŠANJA Praviloma vzdrževalna organizacija nima vseh zahtevanih podatkov o komponentah. Iz-tega razloga mora vzdrževalna organizacija pridobiti podatke od lastnika, operaterja ali CAMO organizacije. V bistvu so to neke vrste podatki o stalni plovnosti komponente. Brez dobrih podatkov iz CAMO organizacije je takšen postopek zelo težko dosledno izpeljati. Nekatere komponente so enostavne (pressure switch ali indicator) in so on condition do bolj kompleksnih component, ki imajo omejene življenske dobo, AD note, modifikacije, popravila,... (npr. landing gear, motor, APU, ). Podatki o posameznih komponentah so tako zelo različni. Za nekatere komponente bo potrebno pregledati več dokumentacije- zgodovino. Kot vidimo lahko gre za dolgotrajen process, ki zahteva zbiranje velike količine informacij in obdelavo le-teh. Le tako je mogoče izpolniti vse pogoje iz Part- 145 in MOE. 31

Snetje servisibilne komponente iz servisibilnega zrakoplova je vzdrževanje zrakoplova in mora biti izvršeno v pooblaščeni vzdrževalni organizaciji s strani pooblaščenega osebja. 2. Za takšen primer je vedno potrebno izdati EASA Form 1. (razen če je odstranjena in bo vgrajena na isto letalo- pod istim WO). 3. Za ta namen izdan EASA Form 1 mora biti pravilno izpolnjen: - podpis v block 14b (Authorised signature); - vpis Inspected/Tested v block 11 (Status/Work) in - ustrezen opis v block 12 (Remarks)- AMC2 145.A.50(d) paragraph 2.4 and 2.6.1(f)(g)(h)(i) )- že opisano v naši predstavitvi. - + tracking number,.. 4. Da lahko organizacija izvaja vzdrževanje te vrste mora imati izdelane (in CAA odobrene) postopke v MOE. Če organizacija nima definiranih postopkov takšnega vzdrževanja ne sme izvajati in seveda ne sme izdajati EASA Form 1. 5. Ustrezno odobrena organizacija za snetje komponent iz zrakoplova je ustrezno odobrena A-rated organizacija. 6. Samo C-rated organizacija ne sme sneti komponent iz zrakoplova. Lahko pa sname t.i. sub-componento iz komponente, ki je na njeni odobritvi. To je običajno v delavnicah in ne na zrakoplovu. Enako velaj za B-rated organizacije. 32
